The choice between a lined and unlined P-Clip is a genuine specification decision rather than a cosmetic one: a rubber or plastic-lined clip cushions the item being held against vibration and abrasion, which matters for a fuel or hydraulic line where chafing could eventually wear through the outer sheath, while a plain metal clip is adequate for a more robust conduit or where the item being routed doesn't need cushioning.
